Background

Two out of three transformation initiatives fail. Managing change is tough. Part of the problem is that there are so many perspectives on what factors most influence change.

Innovation is at the heart of Our Public Service 2020 published by the Department of Public Expenditure and Reform. This framework aims to deliver better outcomes for the public and to build public service organisations that are resilient, agile and responsive to new challenges.

This seminar is jointly hosted by the Institute of Public Administration (IPA) and the Centre for Effective Services (CES).

Showcasing Good Practice

This event showcases two examples of change in public services – the merger of the Environmental Protection Agency (EPA) with the Radiological Institute of Ireland (RPII) and the implementation of change in the Health Service Executive’s (HSE) mental health services.

In the first example the merger was a catalyst in striving to build an organisation that was ‘more than the sum of its parts’. The EPA’s experience highlights how a collaborative approach to strategy development and a culture that actively promotes engagement and collective leadership can position an organisation to deliver a better service to the public.

Delivering on the recommendations in A Vision for Change has required significant organisational and cultural change within HSE mental health services. Putting service users at the centre of change, and building capacity were key factors in embedding new ways of working and building ownership.

This seminar is aimed at senior leaders involved in change in public services. A light breakfast will be available from 8 am, and the seminar will begin at 8.30am.
