Description

This course is designed for a mixed audience who may already have some knowledge of Open Data or are completely new to it. This is a one-day interactive course run by registered Open Data Institute trainers based in the eGov Centre of the Insight Centre for Data Analytics in NUI Galway. Participants will learn how to discover, use and describe the benefits of Open Data, and the impact of Open Data on the Health Sector in Ireland. This introductory, jargon-free course will give a 360-degree view of the Open Data landscape in Ireland and boost the confidence of participants in working with it.

Who is this course for? This course is designed specifically for health library and information professionals, health and social care researchers and those with a professional or research interest in pursuing Open Data initiatives in the health sector in Ireland. Please note that priority will be given to HSE staff.

Participants: Will be required to attend for the whole day and to bring a wifi enabled laptop.

Prerequisites: No previous experience with Open Data is required. However, participants should have a basic knowledge of how to use a spreadsheet and the world wide web.

Course Outline: This is designed as a full-day course with 4 sessions and breaks in between:

Session 1: Discovering Open Data

By the end of the session participants will be able to:

  • Define Open Data
  • Explain how cost and availability are key aspects of open
  • Evaluate how to customise the definition of open data for different communities and requirements
  • Explain the difference between big, personal and Open Data
  • Describe the benefits of working with Open Data
  • Draw on successful case studies of Open Data use and publishing
  • Explain how open data sits in the current economic climate
  • Evaluate the success of open data projects and communities

Session 2: Copyright, licensing and Open Data

By the end of the session participants will be able to:

  • Describe how copyright and licensing relate to Open Data
  • Have a basic understanding of GDPR
  • Identify instances of open licences and effective application
  • Build and use open licences
  • Manage third-party data and sub-licensing

Session 3: Making Open Data usable

By the end of the session participants will be able to:

  • Discover the Open Data technical framework
  • Apply the five stars of linked Open Data to analyse technical quality of data
  • Describe the importance of persistent identifiers for Open Data
  • Understanding the importance of anonymising Open Data

Session 4: Getting hands-on with Open Data

By the end of the session participants will be able to:

  • Discover a number of open datasets
  • Evaluate the usability of an existing open dataset
  • Identify a number of errors that exist in data
  • Clean a dataset
  • Validate data to assess usability
  • Suggest a number of ways to improve the publication of Open Data
