The Community Land Trust (CLT) is an emerging model for sustainable affordable housing provision in the US, Canada, Belgium and the UK. The main feature of a CLT is that the ownership of all the land, including under buildings, is held in trust to benefit the local community in perpetuity.Building owners, whether home owner, housing association, cooperative or private investor pay a modest, predictable ground rent for the use of the land. This reduces the upfront costs of buying a property by 15% to 60%, depending on its location. In this way housing to buy and to rent is always kept within the reach of ordinary families, even in high price areas.
The Community Land Trust is typically constituted as an arms-length partnership between local authority, local community, local landowners, and others and is off-balance sheet for public accounting purposes.
