The objective of theNational Building Control and Market Surveillance Office (NBC&MSO) is to provide oversight, support & direction for the development, standardisation and implementation of Building Control and Market Surveillance of Construction Products (Construction Products Regulations EU 305/2011(S.I. No. 225 of 2013 andS.I. 682 of 2020)) as an effective shared service in the 31 Building Control Authorities who fund the Office.This is achieved through five pillars which includeInspection,Education Training,Compliance Support andMarket Surveillancepillars supported by theIS-BCMS(Building Control Management System) pillar.The overall vision is to promote a “Culture of Compliance with the Building and Construction Products Regulations” among owners, builders, designers and assigned certifiers to ensure “health and safety of people in or about buildings” i.e. safe, accessible sustainable and good quality compliant building stock.

This guide covers compliance with the requirements of the Building Regulations 2019, Part L for conventional space heating systems and hot water service systems in dwellings. The guide comprises four self-contained fuel-based sections, and five specialist technology-specific sections. A graduate of Northumbria University Newcastle and WIT. Paul is a Member of the CIBSE and ex Chairperson of CIBSE Ireland.Paul is Chair of the Building Service committee for the National Standards Authority of Ireland with responsibility for Standard Recommendation (S.R.) 50-1 Building Services — Code of Practice — Part 1: Water-based heating systems in dwellings and S.R. 50-4 Heat pump systems for dwellings.
