Join us for the launch of the Progress in the Penal System (PIPS) 2025 Report, which evaluates progress across Ireland’s penal system and sets out evidence‑based recommendations for change.
The 2025 PIPS Report offers a renewed opportunity to reflect on both progress and persistent challenges across Ireland’s penal system. The report assesses performance against 35 key standards, highlighting areas of advancement, identifying where improvement is urgently needed, and setting out evidence-based recommendations for change.
Grounded in principles of human rights, equality, dignity, transparency, and accountability, the PIPS framework supports Ireland in meeting its international human rights obligations and in ensuring that the rights of people in the penal system are respected and protected.
The event will include contributions from expert speakers and a panel discussion on the need for progressive penal reform in Ireland.
