The Public Sector Duty

In 2014 government introduced the Human Rights & Equality Commission Act to promote human rights and equality.

The Public Sector Duty (Section 42 of the Act) compels all public bodies in preparing strategic plans, to:


  • Assess and identify the human rights and equality issues that are relevant to their functions as policy maker, employer and service provider.
  • Identify the policies and practices that are in place, or that are planned to put in place, to address these issues.
  • In annual reports, or equivalent documents, must report in a manner accessible to the public on their developments and achievements in that regard.

Kildare County Council has produced an Implementation Framework which sets out the key human rights and equality issues in the county, the values and strategic approach, how implementation will be monitored and how progress will be reported.

Many of the actions will be applied or implemented through the various Council mechanisms - Corporate Plan, Annual Services Delivery Plan, specialist programmes etc. Priorities will be coterminous with the LECP, SICAP etc., Some will be changes in policy/procedure/practices (allocations, human resources etc.)
