ICCL, in partnership with the Committee on the Administration of Justice (CAJ), will host its inaugural annual policing conference ‘Police Reform in a Changing Ireland: Next Steps After the Commission on the Future of Policing’ on Thursday 16 May in the Renehan Hall, Maynooth University.

More than five years on from the publication of the final report of the Commission on the Future of Policing in Ireland (CoFPI) and with appetite for police reform appearing to wane, this conference will take a past, present and future view of human rights-based policing on the island of Ireland.

Speakers include:

  • Alyson Kilpatrick, Chief Commissioner, Northern Ireland Human Rights Commission
  • Kate Mulkerrins, Executive Director, Legal and Compliance, An Garda Síochána
  • Andy George, President, National Black Police Association (UK)
  • Helen Hall, Chief Executive Officer, Policing Authority
  • Prof. Donncha O’Connell, former member of CoFPI and Professor of Law, University of Galway
  • Martin Collins, Co-Director, Pavee Point
  • Emily Williams, Policing and Justice Policy Officer, ICCL

The conference will demonstrate the need for human rights-based reform of policing, with a discussion of the historical context, human rights law framework and lived experiences of affected communities engaging with An Garda Síochána.

Panel discussions will consider the experience of implementing police reform; assess the impact and implementation of CoFPI and its recommendations; and deliberate on what the future holds for policing, including potential challenges arising from a changing Ireland and world, and rapidly evolving technology.

At the conference, ICCL will also present the findings of new research exploring the implementation of CoFPI's recommendations.
